UP Chief Secretary directs for timely compliance of the decision taken for future

Lucknow, Oct 10 : Uttar Pradesh Chief Secretary Rajendra Kumar Tiwari, expressing his displeasure at the non-compliance of the decisions taken in the past executive meetings of Uttar Pradesh-Sabhi Ke Liye Shiksha Pariyojana Parishad, has directed for the timely compliance of the decision taken for future.

He said that responsibility should be fixed by identifying the workers who do not comply with the decisions taken in the executive meeting on time.

Showing his displeasure for not having an internal audit, he has instructed to ensure necessary actions for an internal audit to be conducted within the next one month and compliance of the audit report of the last financial years 2015-16 and 2016-17 should also be ensured in the next 02 months. He has also issued directions for establishing project monitoring unit in the state to monitor the various ongoing programs.

Chief Secretary has issued these directives while presiding over the meeting of Uttar Pradesh-Sabhi Ke Liye Shiksha Pariyojana in his office meeting hall here in Lok Bhawan. He further directed that copies of the agenda that are to present in the executive committee meeting should be made available to all the principal secretaries, secretaries and the concerned departments 03 days in advance so that the concerned members of the committee should minutely examine the proposal to be presented in the agenda as per to give their departmental view.

He asked to ensure necessary action to issue a mandate regarding receiving of Rs 1109.64 crore from the Government of India and contribution Rs 709.76 crore from the state government i.e. Rs. 1849.40 crore in total as soon as possible and also to initiate effective action to release the aforementioned sum in each district in a week.

It is also proposed in the meeting, to fill the vacant post of coordinators in the district offices under Samagra Shiksha Abhiyan by the regular teachers teaching in the schools operated by UP Basic Education Council. The teachers of minimum 45 years of age limit who have successfully completed teaching 03 years in UP Basic Education Council can also be included in the selection process and preference will be given to the teachers holding M.Ed./Ph.D. degree.

Those who have completed Masters in any discipline from recognized university/institute with at least 55 percent marks or MBA degree from recognized university /institute are eligible. Along with this, a degree/diploma /certificate in computer course issued from a government institution or a government recognized institution are also eligible. At present, about 156 posts of district coordinator, training, girl education, and special training  are vacant in district offices. In order to fill those post Tata Consultancy Services Limited has been associated to adopt the filling procedure as per rules.

According to the departmental proposal, about 450 district coordinators posted in districts will be allowed conveyance allowance maximum of Rs. 4000 to inspect/supervise schools will be paid to them. Similarly, Block Education Officers will also receive mobility allowance from the contingency fund of State Project Offices as per the suggestion of finance department.

Tiwari has directed for the third party evaluation of construction work and infrastructural works done in the schools and has also directed for monitoring of the various program and activity conducted under Samagra Shiksha Abhiyan to be done by external institutions as per rules.
