The centre introduces new norms for registration and scrapping of vehicles

New Delhi, 27 July: The Road Transport and Highways Ministry has proposed new norms for registration, renewal and scrapping of vehicles. These norms have been introduced to induce scrapping of old vehicles, to control pollution harms and to encourage use of battery operated electric vehicles to improve air quality.

Under this proposed norms it has been decided as follows

.The authorised scrapping agency will issue scrapping certificate as per amendments in draft rules by ministry. 

.Exemption from registration fees on presentation of scrapping of same category vehicle as the one purchased.

.Fitness certificate of vehicle will need to be renewed every six months instead of a year for vehicles older than 15 years otherwise Rs. 50 per day will be charged after expiry of such certificates.

.The increase in fees for testing and obtaining renewal certificate for more than 15 year old vehicles has been suggested.

.The registration fees for motorcycles and three wheelers have been raised from Rs. 50 to Rs. 2000 and from Rs. 300 to Rs. 5000 respectively. The monthly late charges will be levied in case of delay in registration. 

.The registration fees for petrol/diesel four wheelers has been increased sharply.

.There will not be any registration fees for electric two wheelers, three wheelers and four wheelers.

It is noteworthy that the present government prominently advocates use of electric vehicles. It has also slashed down the GST on electric vehicles and electric chargers from 12 pc to 5 pc.
