MHA issues Unlock-5 guidelines, what all is allowed

New Delhi, 30 September: The Ministry of Home Affairs (MHA) has released new guidelines related to Unlock-5 on Wednesday.

Now from October 15 onwards cinema halls, theatres and multiplexes can open with 50 percent capacity and the state may allow schools, colleges and educational institutions to be opened in a phased manner.

According to the guidelines issued by the Ministry of Home Affairs, the Standard Operating Procedure (SOP) issued by the Ministry of Information and Broadcasting (I&B) after October 15, cinema halls, theatres and multiplexes outside the Containment Zone with 50 percent capacity can re-open.

Apart from this, the state can take decision in case of resumption of schools, colleges and educational institutions after October 15 by discussing it with the concerned administration in a phased manner.

However, no student can be forced to come without his or her family’s consent. The government still wants the education process to continue through online and distance medium.

The ministry says that students should be allowed to take classes online. The Ministry of Education will issue a SOP for this.

In addition, swimming pools can be opened for training players. Amusement parks and such places can also be opened.

The Ministry concerned will issue the standard operating procedure related to it. Students doing PhD and Post Graduate in Science and Technology field, labs and experimental works for research work will be allowed after October 15.

Last time, the central government allowed up to 100 people to gather at social, educational, sports, entertainment, cultural, religious and political events. Now after October 15, the state governments will be able to allow more number of people to gather in these programs.
