Lucknow, April 22nd: Uttar Pradesh Chief Secretary S.P. Goyal held a weekly review meeting with all Commissioners and District Magistrates (DMs) via video conferencing (VC) on Wednesday.

Reviewing the preparations for Census 2027, Chief Secretary S.P. Goyal directed all officers and employees to conduct house listing in the first phase.

The Chief Secretary stated that under the self-enumeration process, citizens can enter their family details online on the portal between May 7 and May 21.

He directed that extensive publicity be used to encourage people to fill out the self-enumeration forms online. This will not only save time but also ensure data accuracy.

He said that the detailed outreach plan, developed under the leadership of the nodal agency, UPAM, should be effectively implemented. Short videos and picture collages should be created and regularly shared on social media to increase public awareness, highlight field activities, and establish better coordination across the state.

The Chief Secretary stated that the robust operation of cow shelters in the state is among the government’s top priorities. He directed that a campaign be launched to collect straw as needed throughout the year through donations and purchases and temporarily store it in kharhis, kup, and khops. Permanent straw banks should be established for long-term management.

He also suggested that farmers could be provided with manure prepared from cow dung available at cow shelters and straw could be obtained in exchange for it, ensuring better resource utilization.

He placed special emphasis on ensuring encroachment-free grazing land and directed that hybrid Napier grass be sown in 100% of the area. Additionally, cowshed operators and farmers should be trained to promote fodder production.

To protect against heat and heat waves, he directed that clean drinking water and adequate shade be provided at cow shelters. All cow shelters should be monitored through a command control room established at the district level.

He said that farmers coming to purchase centers to sell wheat should not be pressured to register with the Farmer Registry. In view of the summer season, drinking water stalls should be set up in public places as needed.
