Centre approves Yogi govt’s AI-based road safety pilot project

Lucknow, July 29: The Ministry of Road Transport and Highways (MoRTH) of the Government of India has given formal no objection (NOC) to the Artificial Intelligence (AI) and Big-Data Analytics based road safety pilot project of the Uttar Pradesh Transport Department.

The ministry has clarified that this initiative will fully comply with the Motor Vehicles Act 1988 and the Central Motor Vehicle Rules 1989 and will not put any financial burden on the central government.

This initiative of the Yogi government is considered to be the country’s first AI-powered road safety test, which will be conducted on a zero-cost basis by public sector company IT Limited and global tech-partner Melogica. The state government has already laid the foundation of ‘data driven administration model’ by arranging Rs 10 crore in the budget for the financial year 2025-26.

The initial proof of concept phase of this project will be of six weeks, in which AI models will be prepared by integrating data related to accident reports, weather, vehicle telematics, driver profile and road infrastructure. Its objective is to identify the root causes of accidents, predict black spots and prepare a real-time policy dashboard.

After successful testing of the project, this AI engine will be expanded in a phased manner in all major services – faceless license-permit system, enforcement modernization, revenue collection, e-challan and vehicle chariot platform. So that Uttar Pradesh can be made a leading state of technological innovation. This will provide transparent, fast and scientific transport services to the citizens.

Based on the data and experiences inspired by the pilot phase, the AI-based analytical core will be incorporated into other digital services of the department. It will be linked to the faceless driving license and permit process, where the entire chain of application-acceptance-printing will be operated by an automated decision-model.

Subsequently, challan issuance and on-spot action will be made more scientific by adding modules like real-time fraud detection, vehicle location mapping and violation trend prediction to the enforcement mechanism. The AI engine will empower the interoperability of revenue administration, e-challan collection and Vahan Sarathi database, generating automated alerts and risk scores on tax liability, duty payment and document validity.

This inter-integration will provide the department with a holistic digital picture – revenue, violation, document status on a single dashboard, which will take policy decisions, resource allocation and public transparency to new heights and realize the goal of making Uttar Pradesh the country’s leader in transport technology.

Transport Commissioner Brajesh Narayan Singh said that for implementation, the ITI Melogica team has been allowed to start work immediately with the departmental IT, enforcement and road safety cells. On completion of the project, a detailed result report will be submitted to MoRTH. Also, continuous audit of data privacy, legal compliance and cyber security standards will be done. This project is expected to bring a solid reduction in accidents in the state, scientific approach in enforcement and transparency in civil services. This is a proof of the thinking of the Yogi government, in which good governance through technology is being given top priority.

Transport Commissioner Brajesh Narayan Singh said that this initiative will take Uttar Pradesh to the forefront of data-driven governance. By taking the A-I model beyond road safety, we will include it in all the core functions of the department and make UP a national pathfinder.
