Labor laws should be pro-industry and pro-labor: Yogi Adityanath

Lucknow, May 16: Chief Minister Yogi Adityanath said in a review meeting of the Labor and Employment Department on Friday that workers and industrialists complement each other, not competitors.

He said that the industrial progress of the state is possible only when labor laws are balanced from both pro-industry and pro-labor perspectives.

He directed the officials to simplify the labor laws in a way that provides convenience to the industries, but it should also be ensured that there is no possibility of exploitation of workers or inhuman treatment with them.

The Chief Minister said that to provide โ€œwork to every handโ€, we have to strengthen the industries. Employment cannot be given to anyone by closing the industry, rather the expansion of industries is the means of generating more and more employment. He said that in case of an accident, it is mandatory to give respectable honorarium and insurance protection cover to the workers and their families so that they get protection.

He said that while protecting the rights of workers, the state government is trying to make Uttar Pradesh the country’s largest worker-friendly and industry-supporting state.

The Chief Minister said that work should be done at a fast pace towards the rehabilitation of child labourers by linking them not only with livelihood but also with Chief Minister Bal Seva Yojana and sponsored schemes. This is not only a social responsibility but also a responsibility to give a safe future to the future generation.

The Chief Minister directed to develop Shramik Addas as models, where dormitories, toilets, drinking water, canteen and training facilities are available. He said that it should be ensured that workers get tea, breakfast and food for Rs 5-10 in the canteen.

He directed to implement the guarantee system of minimum honorarium by doing skill mapping of workers in the unorganized sector. The Chief Minister said that this would be an important initiative towards transforming the unorganized workforce into an organized labor force.

The Chief Minister said that construction workers going abroad for employment should not only be given technical training, but training in the language of the destination country should also be made mandatory. This is necessary for both their efficiency and safety.

The Chief Minister directed that on the lines of Ayushman Bharat Yojana, private hospitals should be linked to CSIC and ESIS. This will provide health benefits to workers of both organized and unorganized sectors.

The Chief Minister said that today Atal Residential Schools have emerged as models across the country. He directed the officials to ensure quality through their continuous monitoring.

The Chief Minister informed that out of 5,97,625 applications received on the Nivesh Mitra portal, NOC has been given to 5,90,881. Disposal of the remaining complaints should be ensured in a timely and transparent manner.

In the meeting, the officials informed the Chief Minister that since independence till 2016, 13,809 factories were registered in the state, while in the last nine years, 13,644 new factories have been registered. This is an increase of 99 percent.

Officials further informed that the Labour Department has received the status of Achiever State in the implementation of the Business Reforms Action Plan (BRAP) recommendations of the Government of India. The Chief Minister praised these achievements and called them unprecedented.
