Charges framed against two accused in attack on Delhi CM Rekha Gupta

New Delhi, December 26: The Tis Hazari Court has ordered framing of charges against both the accused in the case of attack on Delhi Chief Minister Rekha Gupta.

Additional Sessions Judge Ekta Gauba Mann ordered framing of charges. The next hearing of the case will be on February 28, 2026.

During the hearing, the court ordered framing of charges against both the accused Rajesh Khimji and Tehseen Sayed under various sections of the Bharatiya Nyaya Sanhita (BNS) . The court ordered framing of charges against Tahseen Sayed under sections 221, 132, 109(1) of the BNS and against Rajesh Khimji under sections 109(1), 115(2), 221 and 132.

During the hearing, the Delhi Police stated that the complainants in this case were the Chief Minister of Delhi and a woman. They should be called to record their statements at 2 pm, and the proceedings should be conducted in camera to avoid overcrowding in the court. The lawyer representing the accused also did not oppose the Delhi Police’s demand for in-camera proceedings.

Subsequently, the court stated that whenever the complainant and the Chief Minister are called to testify, the proceedings should be conducted in camera.

The Delhi Police chargesheet states that Rajesh Khimji, the accused in the attack on Rekha Gupta, acted after a dream. The chargesheet states that Rajesh Khimji dreamt of a dog sitting next to a Shivling and told him that dogs in Delhi were suffering.

The chargesheet states that Rajesh Khimji saw videos on Facebook in which people were protesting, blaming Chief Minister Rekha Gupta for the problems faced by dogs. The chargesheet also reveals that Rajesh Khimji had gone on a hunger strike in Ayodhya in May over the issue of monkeys.

On October 18, the Delhi Police filed a 400-page charge sheet in this case. The Delhi Police have charged the accused, Rajesh Khimji and Tahseen Syed, under various sections of the BNS, including attempt to murder, obstructing a public servant from discharging his duties, and criminal conspiracy.

According to the Delhi Police charge sheet, Rajesh Khimji was upset with Delhi Chief Minister Rekha Gupta’s stance on the Supreme Court’s decision regarding stray dogs.

In its August 11 decision, the Supreme Court had directed that stray dogs be relocated to shelter homes, a decision Rekha Gupta had strongly supported.

According to the Delhi Police, angered by this, Rajesh Khimji attacked Rekha Gupta on August 20 while she was conducting a public hearing.
