Baghpat Municipal Council chairman removed on graft charges, further investigation ordered

Baghpat, November 28: The Yogi government has removed the Chairman of the Municipal Council Baghpat in Uttar Pradesh’s Baghpat district. The government took this action considering Riazuddin accused of protecting land mafia, land grabbing and embezzling crores of rupees.

Council ex chairman Riazuddin had become the ‘Zila Parishad’ chairman for the third consecutive time in the year 2023. Pradeep Thakur, Chairman of the Baghpat Sugarcane Committee, filed a complaint against Municipal Council President Riazuddin in April 2023, alleging that Riazuddin was misusing his position. The allotment of vacant shops of the Municipal Council has been done against the rules, causing a loss of Rs 1 crore 39 lakh to the government.

Additionally as per the complaints, 739 plots were registered in property tax records based on stamps of 10, 20, 50, and 100 rupees. Only 39 of these plots had complete documents, while the others lacked documents, which should have been based solely on deeded deeds.

Consequently, the government land was encroached upon, and stamp duty was not paid to the government, resulting in a loss of crores of rupees. An investigation into these allegations was commissioned by the Baghpat ADM. The report was submitted to the government in May 2023, and a notice was issued to Riazuddin, seeking a response.

Based on the response, the government probed the accused, finding all the allegations true. A second investigation report was sent to the government in April 2025, in which the Urban Development Principal Secretary, P Guru Prasad, issued instructions to remove Raizuddin from his position as chairman. The order reached the Baghpat DM on Thursday.

The Urban Development Principal Secretary P. Gurdas Prasad issued instructions on Thursday itself to remove Riazuddin as Chairman. Upon receiving the order, Riazuddin was found guilty of causing loss to municipal funds, misusing municipal funds, and acting against the interests of the municipal body. The Baghpat District Magistrate assumed responsibility as the designated administrator.

The District Magistrate (DM) Asmita Lal stated that orders have been received to remove Raizuddin from the post of Chairman of the Baghpat Municipal Council. Action will be taken as per the government’s orders. Now, an administrator will take charge there.
