Congress moves motion against Speaker Om Birla, 10 hrs heated-debate ensues

New Delhi, March 10: The debate on the motion to remove Speaker Om Birla from his post commenced in the Lok Sabha on Tuesday.

The no confidence-motion was introduced by the Congress party leader Mohammad Javed. During this, Presiding Chair Jagdambika Pal was present in the Speaker’s chair. A time period of 10 hours has been allotted for discussion on the motion.

At the very beginning of the discussion, some members objected to the presence of Presiding Officer Jagdambika Pal in the Speaker’s chair. Citing rules, these opposition members demanded that the House decide who would occupy the Speaker’s chair during the discussion on the motion.

AIMIM member Asaduddin Owaisi said that according to House rules, appointing a Presiding Officer to the Speaker’s chair without the permission of the House in the absence of the Speaker and Deputy Speaker is wrong. Congress leader KC Venugopal and Trinamool leader Saugata Roy reiterated this.

On the other hand, Nishikant Dubey and Ravi Shankar Prasad from the ruling party opposed it. Both said that the Constitution states that the rules of the House will determine who will occupy the Speaker’s chair to remove the Speaker. The rules state that in the absence of the Speaker and Deputy Speaker, the presiding officer will conduct the House.
